TWO GARDAÍ ARE still in hospital after they were assaulted while carrying out a search of a house in Dublin yesterday evening.A garda car was also rammed in the incident that happened in Meile an Rí, Balgaddy Lane, Lucan at around 6.45pm.Gardaí continued with the search and seized heroin worth an estimated €48,000.A 16-year-old boy was arrested at the scene and was questioned for a time at Ronanstown Garda Station.He was later released and a file is being prepared for the Director of Public Prosecutions.
The delegation of the Australian Hellenic Council (AHC) that traveled to Canberra last week to meet Education Minister Julia Gillard, has learnt that Modern Greek can still make the cut.They were disappointed however, when Ms Gillard was called away to an emergency cabinet meeting and the delegation was instead left to discuss education policy with the Minister’s advisor Rondah Rietveld.The meeting was also attended by MPs Steve Georganas and Maria Vamvakinou, as well as Senator Nick Xenophon.“As far as meetings go it was very positive, there’s no doubt about that. The disappointment for us was that Gillard herself wasn’t there,” AHC National Convenor Patricia Drivas said. “But I wouldn’t call it a slap in the face, under no circumstances,” she said.The meeting is believed to have been productive, with the AHC leaving confident due to three key pieces of information gained from Ms Rietveld.The delegation was told that Modern Greek is in the top ten languages being considered for inclusion in the national curriculum, that up to a dozen languages could be included and that the decision does not rest solely with Minister Gillard.The final determination will be a joint decision between Ms Gillard, ACARA and the council of state education ministers, who will make the final call.Ms Drivas considered the information gained a positive outcome.“We’re on a good foot because we have recommendations from other states already. I think there’s only two that we don’t have yet and we’re working on those at the moment,” she said. The AHC’s next step will be to continue to seek further endorsements from state and federal ministers.A final decision on the list of languages included in the national curriculum is expected in 2011, with schools to start teaching the languages in 2012. Need to know:Nearly a year after the introduction of the pension freedoms in April 2015, confusion still exists around these.Pension scheme providers have a key role to play in guiding staff to information sources such as Pension Wise.Establishing quality standards around at-retirement products could make it easier for staff to distinguish between options. Before the pension freedoms, which give staff additional flexibility around how they take their pension savings at retirement, came into effect in April 2015, there was widespread speculation around how employees might exercise their new rights and spend their pension pots.Fast-forward nearly a year and, on the whole, these predictions have not come to bear. After all, how many retirees have actually spent their pension pot on a Lamborghini?But, in the same way that such predictions have not become reality, neither has anticipated take up of the freedoms. According to the Pension freedoms: no more normal report, published by the Pensions and Lifetime Savings Association (PLSA), in January 2016, just 400,000 people took advantage of the freedoms in their first six months, of a possible 2.8 million who could have done so.In part, this is due to an on-going lack of understanding around the new options, among both employers and employees.Graham Vidler, director of external affairs at the PLSA, says: “Employers are likely to be as confused as anybody else about exactly how the new system works. There are some basic complaints like when people come up to the point of retirement and ask their pension scheme to get their money out, their scheme will tell them to go to speak to [the government’s free guidance service] Pension Wise to get some guidance about how they might do that.”“Disappointingly, relatively few people are doing that. Our research shows that only about 5% of people actually spent time with a Pension Wise guide going through their options.”The question is: where should responsibility lie for educating employees about their options at retirement? While there is a recognised information gap among employers, even if they were to address this, they may not be the most appropriate source of information, says Vidler.“Organisations have got businesses to run and that is where their time and focus will, and should, be,” he explains. “I think it would be unreasonable to expect employers to study and seek to understand what is a complex and slowly emerging market. If we can get to a situation where we have some clear definitions of what good looks like and some products out there that are exemplars, then it becomes much easier for employers to give staff a little bit of information coupled with the introduction that there is a free guidance service out there that they really should take advantage of.”Vidler adds that providers have an instrumental role to play in helping to increase employee knowledge and understanding. “It is incumbent on pensions schemes and pensions providers to continue to provide engaging communications to people, not just when they are thinking of retirement but 10, 15 or 20 years beforehand so they can start to prepare to make the right decisions,” he explains.“Fundamentally, we are not going to quickly get employees into a place where they become financial experts at the point of retirement. So, for the foreseeable future, we need to have a system in place when people come to make retirement decisions that protects them from making bad decisions and protects them from inertia. We need to get them to the guidance and we need to make it easier for them to compare products out in the marketplace.”In order to achieve this, however, it is first necessary to establish quality guidelines around what exactly constitutes a good product. “People need to be given a little bit more direction about where they might find a decent product and we need to coalesce around the definition of what a decent product is,” says Vidler.“When you sit down with people and ask them what they want from their retirement pot they tend to describe a combination of a guaranteed regular income for the rest of their life with a little bit of flexibility to take a bit more when they might need or want to.“Contrast that with what most people with modest pots are currently doing, which is either take an annuity or taking the cash and putting it typically in a bank account and you can see a bit of a disjoint there.“What most people describe is what we would call drawdown. An intervention, which makes it easier to understand the features of drawdown products and compare them in terms of how they are governed, how good the communications are, and how much they charge for a possible service, will really help to bring that demand out.”But when it comes to what the future holds for the pension freedoms and member engagement with these, only time will tell. As Vidler says: “Employers, like employees and like many of those working in the pensions industry, are still waiting for a market to emerge and norms in behaviour to emerge.” read more

Braddish says GVEA’s crews are in the field making repairs.“People are just gonna have to have patience as they are removing trees and then re-energizing the line,” she said. “That’s usually when they’re gonna find there might another tree on another block over that they have to remove as well.”Golden Valley anticipates that some areas could be without power for days. After a small plane crashed into a downtown Anchorage building last week, much of the coverage mentioned an organization called the Civil Air Patrol — or CAP. It’s a federal organization which owns dozens of planes scattered across Alaska, including the one pilot Doug Demarest flew into the building where his wife works. Small planes monitored borders and patrolled the coasts for submarines. Since then, CAP has morphed into a federal program made up of about 56,270 civilian volunteers across the U.S., helping with search and rescues, flying supplies to emergency responders, and even transporting vital organs.“Basically, we’re all about saving lives,” said Captain Bryan Emerson, spokesperson for the Alaska Wing of CAP, which is made up of more than 754 volunteers–only a quarter of whom are actually pilots. Many are former military or emergency responders, although motives for joining vary widely.“Some people enjoy the camaraderie after they’ve gotten out of the armed services,” he explained. “Others want to continue a course of professional development. That could be as public affairs, could be finance, emergency services, as chaplains.”There’s also a leadership component: Nearly 182 CAP members in Alaska are cadets–young people ages 12 to 18.The Alaska program is designed around helping with Search and Rescue efforts–CAP’s 28 planes are stored at 14 sites across the state, from Bethel to Sitka. If the organization is pinged by the Rescue Coordination Center in Alaska, a team of volunteers activates to search for a missing person or a downed aircraft.CAP pilots have a good track record when it comes to safety, according to Emerson, in a state where an average of 22 people die each year in plane crashes.“When you’re running 28 aircraft around the state, certain mechanical things are going to happen,” Emerson said. “Over the years, there have been a few minor problems that I don’t think would be different than the general aviation statistics.”Emerson couldn’t comment on the specifics of the recent crash in downtown Anchorage. A spokesperson for the CAP national headquarters in Alabama, Julie DeBardelaben, said that in her 10 years with the organization doesn’t recall any incident similar to this one, in which a pilot intentionally crashed during an unauthorized flight.Pilots are required to file a flight plan ahead of take off, which Demarest did not do, according to CAP officials.Since CAP aircraft are federal property, and because the Cessna 172 struck a building, the Federal Bureau of Investigation was brought in to assist the National Transportation Safety Board with the investigation — standard protocol under Title 18 of the U.S. Code, which covers criminal procedures.The majority CAP’s Alaska fleet, including the plane piloted by Demarest, is stationed at Merrill Field in the center of Anchorage. The field is designed to accommodate the general public, according to manager Paul Bowers, and entry is controlled by punch-code or key-card. After that, security is the purview of property owners.“So each of the tenants are responsible for controlling access their respective operating sites,” Bowers said.Bowers didn’t want to give specifics on how frequently guards patrol Merrill Field, citing security concerns. The flight tower was unmanned during the early-morning hour Demerast is believed to have taken the plane, as it always is before 7 a.m. The national protocol in such cases is for pilots to announce themselves over the Common Traffic Advisory Frequency on a voluntary basis.Much of the culture around small planes operates through a system of trust. Indian corporate foreign debt found willing investors in 2014, with a record $19bn being floated.In a surprising move, India’s sub-par bonds also saw activity with a record $5.5bn being sold.In recent years, foreign debt has been seen as a less expensive way to raise debt as rupee funds continue to remain costly for a third year in a row.Most of the issuers used the funds raised to retire their Rupee debts, according to reports. ReutersReliance Industry, the petro giant, secured $3.3bn in foreign debt, even as it sits on a 84,000 crore cash pile, to part fund its Rs1.8 tn Capex plan for the next three years.Another petro giant, the state-owned ONGC, raised $3bn, with the nation’s largest bank, State Bank of India, raising $1.25bn with coupon rate of 3.25%.On an average, companies make clean savings of up to 6% in financing cost, say investment bankers who point to increased forex debt on the back of debt servicing cost, apart from a growing belief that US Fed could raise rates post April 2015.Narendra Modi’s government at the centre has also improved investor sentiment, say analysts, who expect the January to March quarter to see increased activity with more bond issuances, reports The Hindu.However, the increased forex borrowing also raises the nation’s external debt to a quarter of its GDP, at over $500bn.Junk Bond13 issuers, with sub-par rating were able to raise a record $5.5bn with coupon rates ranging from 4.25 (Motherson Sumi) to 8.85 per cent (Rolta.) read more
Brazil’s state-controlled oil company Petrobras posted its biggest-ever quarterly loss on Monday after booking a large write down for oil fields and other assets as oil prices slumped and refinery projects faltered.PetrÃ³leo Brasileiro SA, as the company at the epicenter of Brazil’s massive corruption scandal is commonly known, had a consolidated net loss of 36.9 billion reais ($10.2 billion) in the fourth quarter, according to a securities filing.The bigger-than-expected shortfall was 48 percent larger than the 26.6 billion-real loss a year earlier, the previous record. It also turned the company’s full-year 2015 result, which was positive through September, into a full-year loss.For a second year in a row, Chief Executive Officer Almir Bendine said, Petrobras will not pay dividends to either its government or non-government investors and it plans to make no bonus payments to employees.The result caught analysts and investors by surprise. The largest fourth-quarter loss expected in a Reuters survey of analysts was 9.7 billion reais. Petrobras common shares PBR.DG fell 5.5 percent in after-hours electronic trading in New York, after the results were released.The red ink at Petrobras was driven by a 46 percent decline in the price of benchmark Brent crude oil LCOc1, a drop that has driven up losses and caused write downs throughout the global oil industry.Of the 46.4 billion reais written off in the quarter, 83 percent was for oil fields. A year earlier, write downs were also the cause of Petrobras losses, although they were largely related to the giant price-fixing, bribery and political kickback scandal that has roiled the company and help fuel calls for the impeachment of Brazilian President Dilma Rousseff.Rousseff, who was chairwoman of the board of Petrobras from 2003 to 2010 when much of the corruption took place, has denied any wrongdoing.Petrobras’ poor result also bodes poorly for Brazil’s economy. Brazil’s biggest company and largest investor has been slashing spending and laying off thousands in the wake of the scandal and oil price drop, helping deepen the country’s worst recession in decades.Net sales, or sales minus sales taxes, totalled 85.1 billion reais in the quarter and adjusted earnings before interest, taxes, depreciation and amortisation, or EBITDA, were 17.1 billion reais.The fourth quarter result pushed the company’s full-year 2015 result to a 34.8 billion-real loss.The company, though, did manage to increase its cash position at the end of the period to 97.8 billion reais from 44.2 billion reais by cutting investments. That provided it a bigger cushion to pay its 492.8 billion reais, or $126.2 billion dollars, of debt at the end of the quarter.Bendine told reporters on Monday, the company can generate enough cash to make all its debt payments through the end of 2017 without needing to raise new capital, even if its plan to sell about $14 billion of assets this year runs into trouble.”Even if we hit a road-bump we have sufficient cash through 2017,” Bendine said. “This doesn’t mean if we have good opportunities to raise cash or lengthen maturities we won’t do it.”Total debt in reais, though, was 40 percent greater at the end of 2015 than a year earlier.The biggest non-oil-field write-off was 5.28 billion reais for the company’s unfinished Comperj refinery near Rio de Janeiro, whose ballooning costs and repeated delays were one of the key focuses of the Petrobras corruption scandal.Start-up of the refinery has been pushed back to at least 2023 because Petrobras has been unable to find a partner to help finance the plant’s completion, company officials said on Monday.($1 = 3.6119 Brazilian reais) read more

was granted a divorce on grounds of domestic violence) This week’s draft measures could potentially help in similar cases The All-China Women’s Federation estimates that 1 in 4 Chinese women has experienced domestic abuse (Estimates from other countries are even higher) If China pushes ahead with the legislation makes it comprehensive and strengthens enforcement the police and courts would be better equipped to take action The draft suggests that people could seek physical protection from attackers a restraining order for instance a detail that Feng Yuan founder of Equality a Beijing-based
